In the Legendary Explorer > click on ' Utilities' > Asset Database.(This will install and open the 'Legendary Explorer'.) Run the ' ME3Tweaks Mod Manager' > Tools > Click on ' Legendary Explorer (Stable)'.If you don't have it already, go to the Nexus and download the ' ME3Tweaks Mod Manager' found in this post. published a mod at the Nexus so doing this by hand is not longer necessary.
